Use this tool to check whether a property address is located within the Noise Insulation Program eligibility area. The address list includes properties located within the eligibility area. If your address does not appear in the list, it is likely it is outside the eligibility area.
Being located within the eligibility area does not automatically mean a property is eligible for noise treatment works. Eligibility is confirmed after an application is assessed against the Program Guidelines.
NOTE: If you can’t find your property address in the list it is likely that it is outside the program eligibility area, or the address may not be listed due to the way the property is recorded. Owners of properties outside the program eligibility area are not eligible to apply to the program. If you believe your property is within the eligibility area but does not appear in the list, please contact us at wsinoiseinsulation@infrastructure.gov.au.

Property owners may apply to the Noise Insulation Program by completing the online application form. The online application collects information about the property and ownership.
Offline - Complete a paper form
Property owners who do not wish to apply online may complete a paper application form. To request a paper form or obtain assistance with the application process, please contact us.
Speak with us or request a meeting
Property owners may choose to speak with us before deciding whether to apply. A one‑on‑one meeting at the property can be requested to discuss:
- how the program works
- what eligibility means for the property
- how and when an application may be made
Participation in these discussions is optional and does not commit the landowner to applying.

Before you start
Use this form to submit an application for the Noise Insulation Program.
Submitting an application does not guarantee that noise treatment works will be approved or delivered. Applications are assessed against the Program Guidelines, and additional eligibility requirements apply.
Participation in the program is voluntary at all stages.
What happens after you submit this form
After you submit your application, our managing contractor Master Building Solutions will contact you to organise any additional information or documentation needed to progress your application. This may be done by email, phone, or through a face‑to‑face meeting, depending on what is required.
Once the required information has been provided, the department will assess your application against the eligibility requirements set out in the Program Guidelines.
What you will need to provide
You will be required to provide information and documents to confirm:
- your identity (including a 100‑point identity check)
- your property ownership (proof of ownership)
- information relevant to eligibility, such as planning or building approvals, and any previous aircraft noise amelioration obligations (where applicable)
You do not need to upload these documents in this form. Master Building Solutions will organise the collection and verification of required documents after you submit your application.
All information provided, including any sensitive information, will be handled in accordance with the program’s privacy policy.
Applying on behalf of other landowners or an organisation
If there are multiple landowners (for example, joint owners), the application should be submitted by one representative.
If you are applying on behalf of other landowners, you must have written authority from the other landowner(s) to act on their behalf and to deal with Master Building Solutions and the department in relation to this application.
A template authority form is available for download and can be provided to Master Building Solutions with your other supporting documents.
